Asbestos Surveying and Management
Advice note following the issue of the Health and Safety Guidance Asbestos Survey Guide HSG264
The new document affects how information is obtained, retained and disseminated. This document replaces MDHS100.
Types of survey
The types of survey have been changed from the old Type 1, 2 and 3 to ‘Management Survey’ (formally Type 2) and ‘Refurbishment and/or Demolition Survey’ (formally Type 3). (HSG264 paragraphs 43-54)
Survey restrictions and caveats
Asbestos surveyors should be making all reasonable efforts to access all accessible areas during Management Surveys and ALL areas during Refurbishment Surveys based on the agreed scope of the survey. The survey register should reflect ALL areas that have not been accessed with suitable reasons. (HSG paragraphs 55-58)
Domestic premises
HSG264 puts more emphasis on the requirements of surveying in domestic premises as a future work place. This includes ensuring that there is sufficient information known about the various property archetypes and that Refurbishment Surveys have been carried out prior to refurbishment works and programmes. (HSG264 paragraphs 60-69)
Survey reports and registers
Asbestos survey information should be provided in a simple but comprehensive, easy to use and understand tabulated register. This register should include ALL information that a person requires to be disseminated to allow risks to be correctly assessed and managed, and to ensure that future works programmes are correctly assessed. This register should be supported by clear marked site plans and
photographs. (HSG264 paragraphs 131-144)
